Anti-Doping and Clean Sport

Siġġiewi Rowing Club is committed to promoting clean sport and maintaining the highest standards of fairness, honesty and respect across all levels of training and competition.

It is a condition of membership that all Athlete Members read, understand and strictly abide by the anti-doping rules, guidance and educational resources published by the Authority for Integrity in Maltese Sport (AiMS) on its Anti-Doping webpage https://aims.org.mt/our-work/anti-doping, together with all applicable anti-doping regulations issued by the relevant national and international sporting authorities. The AiMS webpage includes important information and links to the WADA Prohibited List, Therapeutic Use Exemption (TUE) procedures, doping control information, guidance on medications and nutritional supplements, athletes’ rights and responsibilities, and other anti-doping information issued by AiMS or the World Anti-Doping Agency (WADA).

The Club adopts a zero-tolerance approach towards doping and will comply fully with all applicable national and international anti-doping rules. It will cooperate with the Authority for Integrity in Maltese Sport (AiMS), the National Anti-Doping Organisation (NADO), Malta Rowing Federation, Regatta Malta, World Rowing and any other competent anti-doping authority, as applicable.

Responsibilities of Athletes and Support Personnel

All athletes, coaches, officials, volunteers and other persons participating in Club activities are expected to understand and comply with the anti-doping rules that apply to them.

Athlete members should be aware that they may be subject to anti-doping regulations and testing in accordance with the rules and procedures established by:

  • the National Anti-Doping Organisation;
  • the Authority for Integrity in Maltese Sport;
  • World Rowing;
  • Malta Rowing Federation;
  • Regatta Malta; and
  • any other relevant national or international governing body.

Athletes are personally responsible for any prohibited substance found in their body and should therefore exercise particular care when using medicines, supplements or other products.

Coaches and other athlete support personnel must not encourage, assist, conceal or facilitate any conduct that may constitute an anti-doping rule violation.

Education and Awareness

The Club will actively promote anti-doping education and awareness among its athletes, coaches, officials and members. It is mandatory that all athlete members keep themseves

This may include the circulation of educational resources, participation in courses and seminars, and cooperation with national and international anti-doping authorities and other competent organisations.

Members are encouraged to familiarise themselves with:

  • the current Prohibited List;
  • the risks associated with nutritional supplements;
  • procedures relating to Therapeutic Use Exemptions;
  • the doping-control process;
  • athlete rights and responsibilities; and
  • the consequences of an anti-doping rule violation.

Medication and Supplements

Athletes should verify whether any medication they intend to use contains a prohibited substance. Where necessary, they should seek appropriate medical and anti-doping guidance before using the medication.

Particular caution should be exercised when using nutritional or performance supplements. Supplements may be contaminated, incorrectly labelled or contain substances that are prohibited in sport. The use of a supplement does not remove the athlete’s personal responsibility under anti-doping rules.

Where a prohibited medication is medically necessary, the athlete may be required to apply for a Therapeutic Use Exemption through the appropriate authority.

Anti-Doping Testing

Athletes may be selected for anti-doping testing during competitions, training sessions or at other times permitted under the applicable anti-doping regulations.

The Club will cooperate fully with authorised doping-control officers and competent authorities and will facilitate lawful testing procedures conducted in accordance with national and international standards.

All athletes and Club representatives are expected to cooperate with the testing process. Refusing, evading or failing to comply with a valid testing request may itself constitute an anti-doping rule violation.

Anti-Doping Rule Violations

Any suspected anti-doping rule violation will be referred to the competent anti-doping authority.

Investigations, hearings and sanctions will be conducted by the relevant authority in accordance with applicable national and international procedures, with full respect for due process and the rights of the persons concerned.

The Club may also take appropriate internal action where permitted by its Statute, regulations or disciplinary procedures, while recognising the authority of the competent national and international anti-doping bodies.

Reporting Concerns

Any person who becomes aware of suspected doping, trafficking, administration of prohibited substances, interference with the testing process or any other potential anti-doping violation should report the matter to the competent national authority.

Concerns may also be brought to the attention of the Club’s Integrity Officer, who serves as the Club’s point of contact for anti-doping and clean-sport matters.

Reports will be treated seriously and handled as confidentially as reasonably possible. No person should be subjected to retaliation for raising a genuine concern or cooperating with an anti-doping investigation.
